The City of Cathedral City has a no odor at the property line standard since it first adopted its cannabis regulations in 2017, although it became increasingly clear in 2024 and 2025 that changes were needed to the regulations with a rise in cannabis odor complaints.

In response, the City Council imposed a moratorium on new cannabis conditional use permits and cannabis licenses in January 2025 such that the City could complete a review of its regulations and make those necessary changes to the City’s codes regulating the licensing, permitting, and enforcement of cannabis businesses. 

The City Council adopted an ordinance amending its cannabis regulations in October 2025, which went into effect on November 23, 2025. This ordinance achieved several important objectives. Notably, it requires all cannabis businesses to prepare and submit an odor control plan. It also contains clearer enforcement procedures and greater fines and penalties for odor violations.
