LUCID: Modernizing Land Uses and City Design

Update #1

Welcome to the first update to the Shaping Cathedral City page – your resource for the Development Code Update! 

The City recently held the first public engagement events with good turnout and great feedback! 
The Community Open House was held at the Senior Center on March 13. Comments were gathered on what uses and amenities participants would like to see, and at what locations, as well as concerns residents had about other development issues.   

The open house was followed by a series of 3 Development and Design Walking Tours focused on different areas of the city. Participants completed questionnaires about what they saw on the tours and how they felt about it, the questions and comments they had for the Code Team, and rated various elements such as public spaces, landscape, facade treatments, building mass and features, circulation, pedestrian access, parking, connectivity and overall site design. 

The City wants to hear from you! 
City Staff will offer short online surveys at the next Tastes & Sounds events in April (April 1, 8 and 15).  
Survey participants may opt in to the drawing to be held at each event for a local restaurant gift card – one at each show! Surveys are short (5-10 questions) and can be completed on any mobile device (paper versions will also be available). The City hopes to gauge residents’ and visitors’ value of a variety of community aspects from parking and pedestrian access to the importance of housing to what makes an area in the city more special than other areas.

In addition, the City will release a Citywide survey and digital mapping exercise to gauge interest from community members and identify issues and opportunities for development improvement. Sign up for Planning News Updates to be notified when that survey launches.  

This public engagement activity is the focus of Phase 3 of the 8 Phase Update process – but the engagement and feedback do not end with this Phase. There will be multiple opportunities throughout the process in a variety of forms. The intent of this phase is to gather input and guidance before drafting the updated Development Code begins in Phase 4.  

The Code Update Team will pull together all the feedback and present it to the City Council and Planning Commission at a May 7, 2025 joint session starting at 2:00 p.m. The intent of the joint session is to gather solid direction before embarking on drafting each of the Code sections.
