Cove Improvement District

About the District

The Cove Improvement District (CID) is an assessment district formed in June 2005 in the Cathedral City Cove area to construct sewer and street improvements to comply with State Water Code Section 13286 that prohibits the use of septic tanks in the Cove after January 1, 2012.

The $38 million project eliminates 1,500 septic tanks. Approximately $7 million in grant funds have been awarded to the project. The CID will pay the remaining cost of $31 million over a 30-year period at a 5% interest rate through property tax assessments. The assessment includes sewer lines within street right-of-way, a sewer lateral extended to each property, street reconstruction, and curbs installed where none exist.

The cost for property owners to abandon their septic tanks and hook up to the sewer is not included in the CID assessment. This work requires a City Building Permit and a one-time sewer connection fee paid to the Desert Water Agency (DWA) External Link Icon. Note: if a property owner paid the assessment in full, no CID assessment appears on the property tax bill. In addition, some property owners have paid the DWA directly or included the DWA fee in their assessment. For specific questions about a property’s assessment, please call (866) 807-6864.

As of May 21, 2010, all properties in the Cove Improvement District are approved for connection to the sewer!
