Public Invited to Finance Advisory Committee Presentation Tuesday

The Finance Advisory Committee, a group of Cathedral City residents appointed by the City Council to look at the City’s finances and recommend how to improve its revenues, will present its findings at a public meeting March 11, 2008 at 6 PM at the Cathedral City Senior Center located at 68-727 East Palm Canyon.

The report includes information on comparative revenue information on Valley cities, trend information on demand for key city services, police and fire response times and offers several alternatives for public discussion and input.

Public Arts Commission Presents “John Brown’s Body” March 14

The Cathedral City Public Arts Commission and the California Desert Regional Theatre are presenting the critically acclaimed play, “John Brown’s Body”, March 14, 7pm, in the City Council Chamber. “John Brown’s Body” is presented by special arrangement with Dramatists’ Play Service of New York. The play is the fifth presentation of the 2007-08 LIVE Arts Series in Cathedral City. Admission is free.

John Brown was born on May 9, 1800, in Torrington, Connecticut. Brown was one of the most militant of the abolitionists. He was a white American who advocated and practice armed insurrection as a means to end slavery. His hatred of slavery, fueled by the horrors he heard while living in a black settlement in upstate New York, led him and five of his sons to move to Kansas in 1855. It was in Kansas Brown first gained attention. He lead several raids against pro-slavery strongholds in Kansas. After the city of Lawrence was attacked by proslavery forces in 1856, Brown led a counterattack on the small village on the Pottawatomie Creek. Five men from the settlement were killed. His efforts were termed the “tip of the abolitionist iceberg”.

President Abraham Lincoln referred to John Brown as a “misguided fanatic” and was called “the most controversial of all 19th century Americans.” His attempt in 1859 to start a liberation movement among enslaved African Americans in Harpers Ferry, Virginia, electrified the nation. John Brown was tried for treason against the state of Virginia. Despite his behavior, considered heroic to millions of Americans, he was sentenced to hanging.

Justin Blake, artistic director of California Desert Regional Theatre, plays John Brown. Blake is known for his resounding performance in “Give ‘em Hell Harry”. The play also features Jeanette Knight, founder of improve team Joe & Mustard, Christopher Koval, Nicole Pitman, and Yo Younger.

Other event in the LIVEARTS Series will be “Hollywood – the beginning” featuring Don Thompson on April 25 and “The Spirit of the Desert” finale on May 23.

The LIVEARTS Series is sponsored by community-minded businesses, including NAI Consulting, an engineering services and project management firm, along with the Community Foundation of San Bernardino and Riverside Counties, both major sponsors. Cathedral City’s Finest to Help Out at Wheels for Kids Fundraiser

“Wheels for Kids of the Desert” is having a Pizza Fest fund raiser Thursday evening, March 6th, from 6PM to 8PM at the Salvation Army, 30400 Landau Boulevard in Cathedral City. Cathedral City Police Officers and Fire Fighters will serve pizzas from around the City’s great restaurants: Nicolino’s Italian Restaurant, Rocky’s Pizza, La Bella Roma, Upper Crust, Red Tomato, Trilussa, Papa Johns, Little Ceasar’s, Round Table, Domino’s Pizza and New York Slice & Ice. Tickets are $5 per person and include salad and a drink. There will also be a silent auction. Proceeds will benefit “The Wheel for Kids of the Desert,” a not-for-profit foundation.

Fire Chief Soqui Appointed to League of Cities’ Public Safety Committee

As a member of the Municipal Management Association of Southern California (MMASC), Cathedral City’s Fire Chief, Bill Soqui, has accepted an appointment to the California League of Cities Public Safety Committee.

The policy-making process of the League of California Cities is a primary function of the organization. Through this process the issues facing California cities are debated and a policy direction for the organization is established.

The Committee on Public Safety reviews both federal and state legislation and issues and makes recommendations to the League Board of Directors related to law enforcement, to fire and life safety policies including emergency communications, and to emergency services including ambulance and disaster preparedness. The Committee uses existing League policy, annual conference resolutions and the knowledge and expertise of individual committee members in order to recommend policies in these and related areas.

Chief Soqui’s appointment will extend through 2008, at which time his appointment may be renewed.

WORK SCHEDULED WEEK OF MARCH 3, 2008:
The list below represents the best available information for work scheduled during the week of March 3, 2008. The contractor regularly provides door hanger notices on streets prior to construction.

STREET WORK IN PROCESS

  1. Sewer Trench Paving across East Palm Canyon Drive
    Paving on East Palm Canyon will be done from Monday, March 3rd through Tuesday, March 4th from Cathedral Canyon Drive to Bankside Drive.

    In addition, trench crossings on Melrose Drive and Bankside Drive at E. Palm Canyon Drive will be worked on at the same time.

    Only one lane in each direction on East Palm Canyon Drive will be open for traffic during this operation.

     

  2. Cathedral Canyon Drive Curb & Gutter Work

    Concrete curb & gutter on Cathedral Canyon Drive will be done southerly to Terrace Road.

    Please Note:

    1. Residents are asked not to drive over newly poured concrete curbs and driveway approaches and restrict parking in these areas for 7 days to allow time to cure.

    2. All planned paving and concrete pouring dates are subject to change based upon weather conditions.

    3. The traveling public is asked to obey all posted traffic safety, detour and construction signs.

The City Engineer will continue to approve connections in the Cove Phase 1 project every few weeks. Letters are mailed to property owners as Desert Water Agency and the City Engineer accept and approve the sewers for connection.

Note: Cove residents may see construction workers in areas throughout the Phase 1 Cove project that have been paved. This work could be related to surveying, material testing, inspection, contractor punch-list items, and field conditions resulting in unplanned work activity.

CATHEDRAL CANYON DRIVE INFORMATION
The City is on schedule with the sewer project and the contractor has completed the sewer installation on Cathedral Canyon Drive. Cathedral Canyon Drive has been closed to thru-traffic as a storm drain system has been installed on this street.

However, the storm drain system – not being paid for by the Cove Improvement Assessment District – had to be redesigned, which has caused a delay. The utility lines were not shown in the right locations on official maps, often times shallower than indicated. Once identified, the true locations required a different style of pipe and catch basins on Cathedral Canyon Drive, Palo Verde Drive and Tahquitz Road.

Because storm drain pipes are made at the factory specifically for each job, additional time was needed to fill the storm drain pipe order for the redesign work.

The storm drain is now complete and curbs, gutter, driveway approaches, cross gutters and spandrels are being installed on Cathedral Canyon Drive. After these items are done, Cathedral Canyon Drive will be graded and paved.

The sewer and street work on all other areas of the Cove project are progressing per the project schedule. Cove Phase 2 work is scheduled to begin when Phase 1 work is complete.

MITIGATION WITHIN THE CITY OF CATHEDRAL CITY
UPDATE

Week of March 3, 2008

The Contractor is continuing to maintain the newly planted Western Honey Mesquite Trees and has completed trimming existing trees. He will continue final grading of the slopes and access road, install the wind fence, and spray soil stabilizer along the east side of the existing trees. Installation will also begin for the pipe gate and chain link fence along the Vista Chino Road access point and the Verona Road access point.
