Cathedral City Receives Clean Audit Report

The Cathedral City Finance Department recently received a clean audit of its Comprehensive Annual Financial Report (CAFR) for the fiscal year ending June 30, 2006. Moreland and Associates, who have audited the City’s CAFR for the past three years, gave their unqualified opinion on the City’s CAFR with no management letter – that means there were no finding important enough to report.

Last year The Cathedral City Finance Department received two prestigious awards for its Comprehensive Annual Financial Report.

For the first time, the city received a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA) and an Outstanding Financial Reporting award from the California Society of Municipal Finance Officers (CSMFO).

Recycling Event a Big Hit

Last weekend’s recycling events were a huge success. Over 1,000 residents participated in the home hazardous waste, Tire and Shredding Events. The next shredding event will be held Saturday May 5th.

Did you miss the Cathedral City Jazz Band Concert?

The recent Public Arts Commission Live Arts Concert featuring the Cathedral City High School Jazz Band was an inspiring performance. The professional level of the performance put on by the young musicians was received with enthusiasm by a Standing Room Only and appreciative audience.

Give ‘em Hell, Harry

Justin Blake will appear in a one man show as the plain spoken President Harry S. Truman. This exciting drama about the Truman White House years captures the story of an improbable but great statesman, the events of his time and his important decisions. Truman was known for his colorful expressions such as – ”the buck stops here” and “if you can’t stand the heat, stay out of the kitchen” – among many others. The performance, which is presented by the Cathedral City Public Arts Commission and made possible, in part, by a grant from the Riverside Community Foundation, will be Friday, March 30th, at 7 pm in the Cathedral City Council Chambers. Do You Think Your Pet Has What it Takes to Help Others?

Want to transform your pet into an animal that can help humans in need?

The Riverside County Department of Animal Services is offering the public a chance to connect with an Inland therapy-animal organization that could help transform a household pet into something so much more.

Animal Services is inviting the public to a pet therapy introduction meeting on Monday, March 12 at its Riverside shelter, 5950 Wilderness Ave. The meeting, which runs from 6:30 p.m. to 7:30 p.m., will give people a chance to learn about what is required to certify a pet as a therapy animal. The discussion will include the necessary steps outlined by the Delta Society's pet partner program. The Delta Society is the largest pet therapy organization in the United States. Its teams of dogs, cats, rabbits and other domestic animals visit countless hospitals, schools, and nursing homes nationwide.

On Saturday, April 14, Paws to Heal, an Inland therapy dog group, will host an evaluations and certification day. But those interested in that event must attend the March 12 meeting to find out if their pet meets the basic requirements.

Riverside County Animal Services Senior Behaviorist Teryn Hartnett is available for interviews to talk about the healing powers of animals. Such animals that visit hospitals and convalescent homes spark mental well being. Studies show that animals help lessen loneliness, depression and fear for those who receive a therapy dog visit.

Another new trend is that the animals are being used to assist children struggling with reading. The children read to the therapy animal, which helps boost confidence in public speaking.

Sewer Hookup Information:

It typically takes 4-6 months to complete all of the construction work on a street for the Cove project. Once the sewer is installed, the new pavement is done and the contractor has completed all work on a street, the City Engineer will send notification by letter to property owners that they can connect to the sewer with the procedure for doing so.

Curb Work Note:

When the Contractor installs curbs and driveway approaches, residents will be asked to not park or drive into their driveways and instead park across the street for up to 14 days so that the concrete can cure. Once the curb construction is done, residents will be able to park in their driveways and on their side of the street. Prior notice in the form of door hangers will be given to the residents by the Contractor when this curb work is being done

Storm Drain Work:

Continuing storm drain pipe installation on Terrace Road at Chuperosa Lane to Cathedral Canyon

Asphalt grinding will occur on Terrace Road between the East Cathedral Canyon Channel and Palo Verde for storm drain installation.

Storm drain pipe installation will occur on Terrace Road at East Cathedral Channel and Chuperosa. This includes asphalt grinding on Terrace Road between the East Cathedral Canyon Channel and Palo Verde for the storm drains to be installed.

Terrace Road Note:

Sewer work has been completed on Terrace Road. Now storm drain work has started on Terrace next to the Presbyterian Church Parking lot and Chuperosa. This heavy construction involves digging through the East Cathedral Channel and installing catch basins, inlets and a 54” Storm Drain Pipe in Terrace. This construction will progress west along the north lane of Terrace. In addition to the storm drain improvements, curb and gutter will be installed on Terrace prior to final paving.

As the storm drain work moves westward, traffic will be directed to the south side of the street and temporary detours may occur on Terrace.

It will take several months to complete all the construction on Terrace Road. During this time, Terrace will continue to have temporary pavement. The contractor regularly fills potholes to prevent deep ruts in the roadway and uses a motor blade to smooth the surface. During construction, the speed limit on Terrace is 25 mph to ensure everyone’s safety, and there are 25 mph speed limit signs posted along Terrace.

Working on Terrace Road is one of the most challenging parts of the construction work in the Cove. The City is working with the contractor to keep the temporary paving on Terrace in drivable condition and will continue to monitor the roadway condition throughout the construction.

Constructing major infrastructure, such as sewers, in an existing neighborhood is difficult. Sewers, water lines, drainage and other infrastructure are typically dug and placed before anyone moves into a neighborhood. The Cove project is providing new sewers, storm drains, water lines and streets in a neighborhood with over 1,500 households and where over 4,000 residents already live. The Cove community is experiencing these challenges first hand with the expectation that the improvements will benefit everyone in the Cove and make living there even better.
