City Adopts New More Flexible Sign Ordinance

The City Council adopted a new Sign Ordinance at its January 24 meeting that will go into effect in thirty days.

The purpose of a sign ordinance is to preserve and improve the “look” of Cathedral City by regulating the construction, placement and display of signs throughout the City, and to protect public safety by making sure signs don’t interfere with traffic ways and pedestrian walkways.

Signs are also very important for advertising and identifying business locations.

The new Ordinance, developed by the Cathedral City Planning Department, provides more flexibility than the previous Ordinance by:

bullet

Creating a comprehensive sign requirement table to define the Sign Program and to provide users with an easy reference to all sign requirements.

bullet

Incorporating recently approved sign criteria for the Downtown District into the Ordinance document.

bullet

Encouraging the submittal of a Master Sign Program for retail centers rather than requests for signage by individual businesses over time.

bullet

Expanding the class of exempt signs that do not require a sign permit.

bullet

Expanding the definition of sign that are not allowed under any conditions.

bullet

Expanding provisions for electronic message boards.

bullet

Expanding and clarifies provisions for temporary signs.

bullet

Changing provisions for signs using neon tubing.

bullet

Bringing provisions for non-conforming signs into the ordinance.

The changes to the Ordinance included input from the community received at a public workshop last May, was presented at the Architectural Review Committee where property owners gave feedback, and was approved unanimously by the Planning Commission. The ordinance was also reviewed by the Agua Caliente Band of Cahuilla Indians who recommended approval.

The new ordinance will be available on the City’s website and copies available from the City (for a nominal copying fee) closer to when the Ordinance goes into effect in February.

Telephone Survey to Assess Health of the Coachella Valley

The Coachella Valley Association of Governments (CVAG) is a partner with the Health Access Resource Center (HARC). The purpose of HARC is to gather helpful – and strictly confidential – information about the health of our communities so that overall wellness and quality of life can be improved.

Over the next two months, HARC will begin to make the thousands of phone calls across the Coachella Valley to collect the data for its first assessment. The length of the phone call will be no more than 17-20 minutes.

The data collection will help cities and community organizations measure outcomes, effectiveness and change that result from funding decisions and initiatives in the Coachella Valley.

The collection will be based on current, scientifically collected and analyzed data that will also assist local and regional governments in their strategic planning to meet their resident’s needs.

The local HARC is using a successful and nationally recognized Orange County Health Needs Assessment (OCHNA) agency, as its model. The Steering Committee of over 35 stakeholders, including CVAG, has been meeting monthly. A Board of Directors has been established with CVAG, at the table.
