Change of News Briefs “Publication” Day

News Briefs will now come out on Tuesdays rather than Thursdays. News Briefs is sent out to all Cathedral City employees and the news media. The change of “publication” day better suits media cut-off dates. Employees who treasured News Briefs as the culmination of their work week now have a mid-week thrill to look forward to.

Opportunity for Input Into Cathedral City’s Newest Downtown Project

Cathedral City Ventures will give a presentation on its early stages of preparing a plan for the 23 acre project east of City Hall at the next Cathedral City Community Meeting to be held in the cafeteria at Cathedral City Elementary School, Tuesday, September 26 at 6 p.m. It is also an opportunity for members of the community to ask questions and provide input.

Cathedral City Awarded Helen Putnam Award Grand Prize!

Not only was Cathedral City’s “Stop Identity Theft” program awarded a League of California Cities (LCC) Helen Putnam award, but at the recent LCC conference in San Diego, the Cathedral City program was awarded the Helen Putnam Grand Prize in the Public Safety Category. The Helen Putnam Award recognizes outstanding cities that deliver the highest quality and level of service in the most effective manner possible. The “Stop Identity Theft” is just one of the innovative programs offered by the Cathedral City Environmental Conservation Office. Sales Tax

The base sales tax in California is 7.25%. Only a small portion of this tax remains in the community where an item is purchased. Where does your sales tax go?

5.25% goes to the State General Fund.
0.75% goes to the city or area where the purchase was made (e.g. Cathedral City)
0.75% goes to the county-wide transportation fund
0.50% goes to mental health/welfare obligations
0.50% goes to support special public safety programs

Many cities charge an additional sales tax (Transaction and Use Tax) to pay for such things as public safety, hospitals, road repairs, transit and transportation, flood control, libraries, earthquake recovery and other capital projects. Here’s a list of California Cities and Counties that charge a Transaction and Use Tax in addition to the base sales tax.

All of these cities and counties charge sales tax higher than the State base rate of 7.25%. Automobiles registered in these cities and counties are taxed at the city and/or county’s higher rate.

In Cathedral City, Measure Q would add a 0.75% Transaction and Use tax to the State base sales tax of 7.25%, plus the 0.50% Transaction and Use tax already charged by Riverside County for a total of 8.5%

If a person spent $500 on taxable goods in Cathedral City in a one month period, the additional 0.75% would be an additional $3.80 – about the price of a tall latte.

Cove Sewer Project Phase 2 Meeting

A "sewer lateral" workshop is scheduled in the 1st Floor Study Session Room at City Hall on Thursday, October 5 from 2:00 p.m. to 7:00 p.m. for property owners in the 2nd phase of the Cove Improvement District. The purpose of the workshop is to go over proposed sewer lateral locations with the City's engineering team.

A letter was recently sent out about the sewer lateral process to each of the property owners in the 2nd phase of the Cove project (approximately 750 properties) with a sketch of the property's proposed sewer lateral location.

The letter asks property owners to mail back the sketch to Psomas with corrections to the sewer lateral location, if needed. The letter also directs questions to the Cove Helpline (760) 250-8673 and to the email: covesewers@psomas.com, and/or for the property owner to attend the October 5th Sewer Lateral Workshop to talk with the project engineers in person. Engineers from Psomas will be available at the workshop to discuss sewer lateral locations with individual property owners.

Property owners may also drop off their sewer lateral sketch at City Hall. Sketches brought to City Hall should include a phone number where the property owner can be reached along with any additional notes and be addressed to the attention of Donna Velotta.

The 1st phase of construction has started, and the 2nd phase will begin construction after the 1st phase is done--which will be approximately fall/winter of 2007. Council to Vote on Soccer Park Construction

At their upcoming (September 13, 2006) meeting, City Council will vote on a contract to begin construction of the 30th Avenue Soccer Park.

The soccer park is being built and established with Redevelopment Agency Funds. No dollars from the City’s General Fund are being used to build the park.
