COVE IMPROVEMENT DISTRICT PHASE 1 AND 2

PROJECT UPDATE

Information as of June 30, 2008


Project Status Map

The Cove Improvement District Sewer and Street Project is being constructed in two phases. The project also includes water line upgrades funded by Desert Water Agency (DWA) and storm drain work being done through Riverside County Flood Control and Cathedral City Redevelopment Agency.

The sewer and street work is paid for by a combination of grants and the Cove Improvement District property assessments. No Cove Improvement District property assessments will be used for the water and storm drain work.

The water line and storm drain work is being done at the same time as the sewer and street construction to provide coordination with other agencies and protect the newly constructed streets in the Cove from street cuts for planned improvements.

COVE PHASE 1 PROJECT:
Phase 1 construction, which covers 8 miles of streets and approximately 800 properties, is now complete. The properties in Phase 1 can now connect to the sewer. Approximately 250 property owners in Phase 1 have already completed the connection process and are using the new sewer. Many other connections are in process and will soon be done.

Below is an exhibit and list of streets in the Phase 1 project that are approved for sewer connection:

COVE PHASE 2 PROJECT:
The Cove Phase 2 project consists of sewer installation, street reconstruction, water line upgrades and storm drain improvements. (Please see Project Phasing Map Link on the left of this web page to view the Cove Phase 2 area).

The Cove Phase 2 project will start in late June 2008 and be done within an approximate two-year period. Storm drain work will be the first item of work. Sewer construction will begin later this summer. Water line, curbs, gutter and driveway approaches and street paving are done after the sewer is installed. Typically, several streets will be under construction at the same time in an area within Phase 2 and it takes six months to complete all the work required on a street.

As the construction work proceeds, letters and notices are sent to property owners alerting them to work on their street for the project.

Once construction is done and the sewers are tested and approved by the City Engineer and Desert Water Agency, the City sends a notice to property owners that the sewers are available for connection.

This web update will provide more detailed information as it is available as to what streets in the Cove will be under construction with the time frame and details of the work.

Construction Update—Cove Phase 2:

In May 2008, the City Council awarded the Cove Phase 2 work to General Contractor Sukut Construction, Inc., from Santa Ana, California. Sukut’s bid for the project was within the engineer’s estimate and the project budget. Sukut is an experienced contractor and has been in business for over 40 years. Sukut is nationally recognized for its work on public works projects, residential developments and many other types of large construction projects.

For the past several years, Sukut has worked on multi-million dollar projects for the Irvine Company installing underground utilities and off-site improvements for major land developments. Sukut has also recently done work in the Coachella Valley.

On Monday, June 30th, Sukut Construction will begin work on the Cove Phase 2 project.

The first work item is the installation of Storm Drain System 7, which will begin at Officer David Vasquez Road and Monty Hall Avenue by the City Hall.

For approximately two weeks, Sukut will be performing potholing in the area where the storm drain is to be installed to confirm the location of existing utilities. During this time, DWA will also be doing some water line relocations in order to install the storm drain pipe.

After the potholing and DWA work, the storm drain installation will start at Officer David Vasquez and Monty Hall and then continue along both the north and south sides of Buddy Rogers for several weeks.

East Palm Canyon Drive will not be shut down for the storm drain work because the pipe will be installed using a method called 'jack and boring' which means the pipe is bored under the street without disturbing the surface or affecting traffic.

Businesses and residences in the area affected by the construction will be contacted. The contractor is required to provide appropriate traffic control and detours in this area.

This report will continue to provide updates on the Phase 2 Cove project as information becomes available.
