The City is constructing the Cove project in two (2) Phases.

Cove Phase 1 Update:
The first phase of construction began in July 2006 and is now completed. Please click here: “Cove Phase 1 Streets Approved for Sewer Connection" for a list of the streets in the Phase 1 project than can now connect to the sewers.

Cove Phase 2 Update: Construction activity, access to streets, trash collection and mail delivery.
Phase 2 work will begin in June 2008. The project will be done in an approximate two-year period. As detailed schedule information becomes available, it will be posted here.

The Cove Improvement District Sewer and Street Project is being constructed in two phases. The project also includes water line upgrades funded by Desert Water Agency (DWA) and storm drain work being done through Riverside County Flood Control and Cathedral City Redevelopment Agency.
The sewer and street work is paid for by a combination of grants and the Cove Improvement District property assessments. No Cove Improvement District property assessments will be used for the water and storm drain work.

The water line and storm drain work is being done at the same time as the sewer and street construction to provide coordination with other agencies and protect the newly constructed streets in the Cove from street cuts for planned improvements.

Storm Drain work near Officer David Vasquez Road and Monty Hall Avenue will be the first work done in Phase 2. Sewer, water line and street work will begin later in the summer. It typically takes six months to complete all of the work needed to be done on each street in the Cove.

Prior to sewer construction, the Gas Company and Sukut Construction, the Phase 2 Contractor hired by the City, will dig holes to locate gas lines and mark them on streets. Soon after, field surveyors mark curb lines, the sewer main and the sewer lateral that will serve each property on the street.

In some places, surveying will show that residents have items, such as plants, irrigation and bulky items for trash pick-up or other items located within the construction area. Before construction begins, property owners will be sent a letter from the City requesting that if there are items in the surveyed area, that they be removed so that the construction work can proceed.

Sukut Construction will start construction by clearing the street and removing the existing asphalt. Streets under construction will generally be open to local traffic only; however, there will be times when a street will be closed. Residents will be given prior notice from Sukut Construction when this will occur. During this time, residents will either need to park on adjacent streets or move their car out of their driveway early in the morning before construction begins.

If curbs and driveway areas are installed on your street, you will be asked to not park in your driveway and instead park across the street for several days for the concrete to cure. Once the driveway and curb construction is done in your area, you will be able to park in your driveway as well as on the street.

Mail service in the Cove should not be interrupted during construction. However, there may be a situation where a delay may occur and mail would then be re-delivered on the next delivery day. In addition, the U.S. Post Office is requiring that where new curbs are installed, mail boxes must be placed to Post Office standards at the edge of property lines. Because many of the existing mail boxes will not be able to be relocated, the City will provide these properties a new standard mail box in a location approved by the Cathedral City Postmaster. During construction, residents will need to place their trash, recycling and green waste carts out at the curb the night before their scheduled service day. Burrtec will come by the on the scheduled service day morning between 5:30 and 7:00 a.m to empty the carts. Please review the trash and recycling information for the construction of the Cove project.

When will the new sewer be available for connection?
Once the sewer is installed and approved by Desert Water Agency and the City, and the street reconstruction is compete with new pavement, the City Engineer will send notification by letter to property owners that they can connect to the sewer with the procedure for doing so.
